The Expanded Security Infrastructure Program (SIP)

Last fall, the Honourable Dominic LeBlanc, Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs, announced a total investment of $10 million for the Expanded Security Infrastructure Program (ESIP). The ESIP is a temporary measure to help Canadian communities at risk of hate-motivated crimes, protect and strengthen the security of their community centres, places of worship and other institutions.

As the total amount of applications received will soon surpass the allocated $10 million, Public Safety Canada is implementing an application deadline of February 18, 2024, at 11:59 p.m. Pacific Time (PT), to provide organizations with a final opportunity to submit their applications and to support the successful implementation of projects by March 31, 2024.

To apply for the expanded SIP funding, you must send a completed application form, budget template and any additional required documents, as applicable, to SIPexpanded-PISelargi@ps-sp.gc.ca.

If your organization requires financial support on an urgent basis may also be eligible for the Severe Hate-Motivated Incident Support stream of the Security Infrastructure Program, which remains accessible throughout the year.

The next call for applications will be announced in the next fiscal year.

The Security Infrastructure Program (SIP)

The SIP 2023 Call for Applications is now closed and is no longer accepting applications. To stay informed about future Call for Applications and Information Sessions consider subscribing to our mailing list. In the unfortunate event that your facility experiences a severe hate-motivated incident, you may qualify for funding via the SHMIS stream, which remains accessible throughout the year.

Before you begin your application

Ensure you have reviewed the program eligibility and application requirements.

Each application form will require the following from the applicant prior to submission:

  • A completed budget using the provided mandatory template
  • A support letter from the community
  • A work plan outlining what the funding will be used for, and how each element will lower the risk of hate-motivated crime/incidents at your project site
  • Floorplans of the project site outlining the proposed security measures
  • A minimum of one (1) quote outlining the equipment being requested from a vendor who will undertake your project

Organizations applying under the SHMIS stream are subject to different initial submission requirements.

A reminder to submit only one (1) application per project site.
Organizations are limited up to five (5) project sites per Call for Applications. If you are applying for more than one (1) project site, each site requires a separate application. The information in each application must be unique to its respective project site.

Organizations who are eligible are encouraged to apply. Only applications submitted online are accepted.

The deadline to submit an application was August 31 2023, at 11:59 p.m. Pacific Time (PT). Please note that the application form is not available after a call has closed.

Apply under the Severe Hate-Motivated Incident Support (SHMIS) stream

Organizations who become victim of a severe hate-motivated event against their facility may qualify under a prioritized process to receive SIP funding.

Applications under the SHMIS are accepted year-round, and must be received within six (6) months of the qualifying event.

Privacy and usage of your information

Information provided by applicants is subject to the Access to Information Act (ATIA) and the Privacy Act. Information provided is collected under the authority of the Public Safety and Emergency Preparedness Act, S.C. 2005, c. 10 for the purpose of supporting the implementation of projects to help communities with a demonstrated history of being victimized by hate-motivated crime through the enhancement of their security infrastructure. The information collected in a SIP application will be used, and may be disclosed, for the purposes of assessing the eligibility/merits of the application's evaluation. Information that is provided may be shared with external consultants, review committee members, officials in other Departments, Federal, Provincial and/or Territorial Governments or Members of Parliament. It may also be used and/or disclosed for policy analysis, research and/or evaluation purposes in order to conduct these activities.

Please note, the additional uses and/or disclosures of information will not impact your project. Should you have concerns regarding the manner in which Public Safety Canada handles your personal information, you may elect to contact the Director of Access to Information and Privacy (ATIP) at Public Safety Canada or the Office of the Privacy Commissioner of Canada.
