Communities at Risk: Security Infrastructure Program
The Government of Canada is committed to protect the safety and security of Canadians. Organizations who become victim of a significant and direct hate-motivated crime against their facility may be eligible to receive prioritized federal funding from the Communities at Risk: Security Infrastructure Program (SIP)through its Severe Hate-Motivated Incident Support (SHMIS) stream.
SHMIS overview
Recognizing severe incidents can occur at any time, the prioritized funding stream under the SIP is available year-round, accepting online applications at any time. Should your application be successful, the SIP will cover fifty-percent (50%) of eligible expenditures up to a maximum of $100,000 per project.
Who can apply?
The following private, not-for-profit organizations that have become victim of a significant and direct hate-motivated crime against their facility are eligible to receive funding:
- Places of worship;
- Provincially/territorially recognized private educational institutions;
- Community centres; and,
- Gender-based violence shelters.
Crown corporations, publicly funded institutions, for-profit organizations, clubs and individuals are not eligible for funding.
SHMIS severe incident threshold
To ensure fairness, transparency and integrity of the program for all applicants when determining project eligibility, five (5) conditions relating to the incident must be met to qualify for the prioritized process:
- The organization has been the victim of a severe incident related to a hate or bias-motivated crime resulting in bodily harm, injury, death, significant threat of physical violence (e.g. presence of armed intruder) or significant property destruction that took place at their physical location;
- The severe incident occurred within the last six (6) months;
- The severe incident was reported to police and involved a police response;
- A police report was filed; and,
- The severe incident had demonstrated links to hate crime, terrorism or extremist factions.
Upon submission of an application, Public Safety Canada will assess the request and determine whether the applicant qualifies for prioritized funding.
SHMIS application requirements and additional support
SHMIS applications may be submitted at any time on our website, and initially requires a limited amount of information and documentation. However, more detailed information, such as quotes, a budget and floorplans, will be requested from applicants at a later stage.
A dedicated regional program advisor will assist you in developing your project as quickly as possible should your application qualify for SHMIS funding.
We encourage organizations who have not qualified under the SHMIS stream to apply under our annual Calls for Applications, or subscribe to our mailing list to be notified when the next Call opens.
