New this year, the SAR NIF Application Form is online and its use is mandatory. Applicants' can use it to upload work plans, budgets, and, if applicable, equipment lists.

The questions in the application form for the 2022-2023 SAR NIF call for proposals are provided below for your information and planning. It is meant to help guide you prior to completing the application. Only the questions specific to SAR NIF are provided; the online form also has questions related to your organization.

    1. Prevention: to educate individuals and organizations on the assessment of risks and the importance of acquiring and using the knowledge, skills and equipment needed to minimize injury and/or loss of life.
    2. Response: To ensure an effective and capable SAR response in all areas of Canada.
  7. Description of the project:
    1. A description of the overall purpose, scope, and intended outcomes of the project and your organization's roles and responsibilities in carrying out the project activities.
  8. Describe how your project aligns with either the Prevention or Response objectives of the program:
    1. Describe the linkages the project has to the objectives as found in the Terms and Conditions of the funding Program.

  10. National SAR Priorities

    Priority 1: Strengthen the National Coordination of Search and Rescue

    In Canada, search and rescue (SAR) is a shared responsibility amongst a wide-ranging list of partners throughout several jurisdictions across Canada. Innovative measures that promote or advance coordination and response capabilities across multiple jurisdictions are crucial to ensuring integrated coordination as well as long-term sustainment of a world-class SAR system.

    The 2022-2023 SAR NIF call for proposals will consider projects that meet one or more of the following:

    • Initiatives that help develop and improve the delivery and efficiency of sustainable SAR capabilities and professionalism.
    • Initiatives that seek to enhance national interoperability between SAR organizations (e.g. Incident Command System, multijurisdictional exercise, etc.).
    • Initiatives that support or promote information, data, and or knowledge sharing within or between SAR jurisdictions, including research and studies.
    • Initiatives that build disaster response capabilities and supports whole-of-society approach to emergency management within the volunteer SAR community.
    • Initiatives that foster mutual aid and inter-jurisdictional cooperation.

    Priority 2: Emphasize and Effectively Coordinate SAR Prevention Efforts

    In order to save lives, reduce pain and suffering, and minimize the economic and social burden associated with responding to SAR incidents, a renewed focus on prevention is necessary. The sought- after outcomes should aim to reduce the frequency, and mitigate the duration and severity of SAR incidents by altering behavior, promoting timely alerting, and increasing the potential of survivability.

    The 2022-2023 SAR NIF call for proposals will consider projects that meet one or more of the following:

    • Research initiatives that seek to enhance SAR prevention programs or public education and outreach campaigns.
    • Design, development, and/or delivery of mitigation measures and/or technology that will reduce the impact of a SAR event and/or optimize SAR response to an event.
    • Development, production, distribution and/or delivery of national or regional SAR incident prevention messaging.
    • Enrichment of established SAR prevention programs to increase reach and accessibility to underrepresented and/or remote communities.

    Priority 3: SAR within Indigenous Communities

    An inclusive national governance construct for the SAR community is critical to the long-term sustainability of Canada's SAR system. Recent efforts by Public Safety Canada to strengthen the national governance construct for Canada's SAR community involve the establishment of the whole-of-community National Search and Rescue Advisory Council, inclusive of several Indigenous organizations. In order to build on recent advancements, it's important to maintain a focus on the unique challenge of SAR in remote locations, as well as to ensure that groups responsible for SAR activities in Indigenous communities across the country continue to have a voice.

    The 2022-2023 SAR NIF call for proposal will consider projects that meet one or more of the following:

    • The development and implementation of SAR initiatives in partnership with Indigenous c ommunities that focus on communication, engagement and outreach within Indigenous communities.
    • Development and implementation of initiatives in partnership with Indigenous communities to establish or bolster sustainable SAR capacity and capability.

    Describe how your project meets the requirements of the selected SAR NIF annual priority and how it addresses a need:

  11. Identify the key project deliverables:
    1. Referencing the Project Workplan document, as well as evidence from the demonstrated need provided above, describe the key deliverables that will indicate project success.
  12. Identify and describe the risks to project implementation and associated mitigation strategy(ies):
    1. Identify any potential project risks. If no risks are identified, provide a rationale to demonstrate the project has no potential risks. If risks are identified, analyze their potential impact, and identify the strategies that will be implemented to mitigate the risk.
  13. Have you sought the endorsement and/or support of a SAR Partner?
    1. If yes, please attach any supporting documentation.
  14. Will your organization be working with partners to implement the project?
  15. Please identify the partners and describe their roles and responsibilities essential to the implementation of the project.

Additional Search and Rescue New Initiatives Fund Program Information:

  1. Explain how outcomes/deliverables of the project are expected to be sustained following the end of the project.
    1. Demonstrate how the project will be maintained once SAR NIF funding has ended.
  2. Explain the Communication Strategy that will be used to share the results of the project as well as best practices.
    1. Indicate how the project's progress and results will be communicated to the SAR community and identify the mechanism that will be used to accomplish this.
  3. Describe the strategies and measures that will be implemented to insure cost effectiveness.
    1. Identify measures that will be implemented to ensure best value for money (Cost effectiveness is the relationship between monetary inputs and the desired outcomes).
  4. If you are purchasing equipment and material as part of this project, attach the list with estimated costs.
  5. Have you taken into account English and French language requirements of minority linguistic communities in the design and implementation of your project?
  6. Describe how the needs of the official language group will be addressed. If there are none to be considered, provide a rationale as to why.
