Review the eligible recipient definitions before you start your application to determine if your organization meets the criteria for this program.

For Provincially/Territorially Recognized Private Educational Institutions only
If your facility identifies itself as a Provincially/Territorially Recognized Private Educational Institution, you must attach supporting documentation that confirms your organization is recognized by the province or territory in which you operate. The documentation must be valid at the time of application and for the upcoming academic year. Failure to provide evidence of provincial or territorial recognition will render your application ineligible. Note that incorporation documentation is not accepted as confirmation of educational institution status.

Documentation requirements

Your application is only considered complete if it includes all mandatory documentation. Completed documents are to be attached in your application form in their respective sections.

Ensure that all applicable sections of your application form are completed, and all required documentation is submitted in the appropriate sections. Incomplete applications, including submissions missing the mandatory documentation or submitting documentation with insufficient information (e.g., blanks), will not be considered for funding.

Each project site requires a separate application. Please submit only one (1) application per project site unless the application is for multiple buildings within the same property line. The information provided in each application must be unique to its respective project site. Applicants may also submit separate applications if applying for security personnel and/or other expenses that are distinct from security infrastructure expenses, such as Physical Security Enhancement Equipment or Minor Renovations.

Description

Quotes for security equipment, minor renovations, third party security personnel and security assessment

Minimum of one (1) quote. Each quote must be completed by and originate from a legitimate vendor(s) offering goods and services related to eligible project activities. Ensure the submitted quote(s) encompasses all elements of your project and all required information is present.

It is a best practice to obtain more than one quote to compare costs and services.

See the application guide and the CCSP Quote Information Checklist to ensure the quote contains the required information. Only goods and services that are present in the quote(s) will be considered for funding.

Failure to provide a quote for a specific item will render the expense ineligible even if it is mentioned in other parts of the application.

Budget

A completed budget for the proposed project using the mandatory budget template. The items listed in the budget template must match the items exactly as listed in the submitted quotes.

Failure to provide the budget in the mandatory template will render the application incomplete.

Supporting documentation

Media articles or other relevant documentation (e.g., a police report) should clearly demonstrate that the organization is at risk of hate-motivated crimes or incidents. Supporting documentation must specifically address hate crimes affecting the community your organization serves. If the project site has experienced a direct incident, the documentation should reasonably substantiate that the incident was hate-motivated, rather than reflecting general crime in the surrounding area.

Documentation confirming that the institution is recognized at the Provincial or Territorial level

Only for applications submitted by private educational institutions.

The documentation must confirm that your organization is recognized as an educational institution by the province or territory in which you operate and is valid at the time of application and for the current/upcoming academic year. Incorporation papers are not accepted as recognition of educational institution status.

Quote(s) for training on responding to a hate-motivated event

Only for applications including this type of expense.

A quote from a certified security professional or qualified person which provides relevant training.

Security Assessment

Only mandatory for applications including landscaping as a project activity. The security assessment must be a CPTED.

Submitting a copy of a previously completed security assessment is always encouraged if available.

If you have experienced a severe hate-motivated incident in the last two (2) months, or have been in proximity of a severe incident, and would like to be considered for prioritized funding, you will be required to provide the following additional documentation:

Police report or letter of support

A copy of the police report regarding the severe incident. If you are unable to obtain one, you may submit a letter of support from your local police service.

Applicants may choose to include additional documents in their application that, while not mandatory during the application process, could be required during the assessment phase. These documents may include floorplans, training curriculums and schedules, instructor or security expert qualifications, specification sheets for security equipment, and product pictures. Providing these documents upfront can help streamline the assessment process and ensure all necessary information is readily available.

Any additional information needed to fulfill the obligations and objectives of the program and the Policy on Transfer Payments, would be requested during the assessment Phase with the assistance of a dedicated Program Advisor (PA).

Please note that Public Safety reserves the right to request additional comparable quotes and floorplans if deemed necessary during the assessment of your application.

Complete the mandatory budget template

The budget template offers many user-friendly features to help complete it. For information on how to complete the budget, please review the specific instructions found within the template.

The expense (i.e., quoted) items listed in the mandatory budget template must match the items listed in your chosen quote(s) exactly. Your project costs should be based on the quote(s) from your chosen vendor(s).

Once your budget template is completed, you are able to indicate the official amount of funding you are requesting in the CCSP application form. Enter the financial information based on the calculated amounts in your completed budget. Your funding request must match what was calculated in your budget.

Public Safety Canada requires all recipients to disclose all sources of funding for a proposed project before the start and at the end of the project.

My budget spreadsheet is showing errors. What should I do?

The Instructions tab in the Budget Template offers helpful information to troubleshoot all budget integrity errors. If you still have trouble resolving your error(s), please contact ccsp-pscc@ps-sp.gc.ca and attach your budget with a description of the problem and a representative will contact you.

Failure to submit a completed budget using the Mandatory Budget Template as part of your application may render your application ineligible. Please correct all identified budget errors prior to submission.

Complete your application

Once you have checked your eligibility and have all documentation required, the application should take approximately one (1) hour to complete.

Additional information you will need:

  • Organization incorporation information;
  • Organization contact information;
  • Project site information;
  • Funding information including other government funding;
  • Hate-motivated incident/crime information and/or supporting documentation (if applicable); and,
  • Project start and end dates.
