Memorandum of Understanding on cooperation on public safety

The Ministry of Interior of the State of Qatar and the Department of Public Safety and Emergency Preparedness of Canada, hereinafter referred to individually as the "participant" and collectively as the "participants",

Considering the cordial bilateral relations between Canada and the State of Qatar, and the friendly relations that have existed between them since the establishment of diplomatic relations, which are rooted in enduring goodwill and a spirit of friendship;

Desirous of contributing to public safety including efforts to address transnational and cross-border challenges;

Recognizing the evolving and complex nature of global threats that may impact a nation's security and economic stability;

Aiming to strengthen cooperation frameworks and enhance collaboration between relevant entities of the Participants;

Guided by the principles of sovereignty, integrity, non-Interference, equality, and mutual interest; and

Pursuant to the applicable laws and regulations in their respective states;

Have reached the following understanding:

Paragraph 1: Purpose

1. The purpose of this Memorandum of Understanding (MOU) is to strengthen and enhance existing relations of mutual cooperation between the Participants
2. Within this framework, the Participants will support the facilitation of arrangements between their respective competent authorities, including the Qatari Police and the Royal Canadian Mounted Police (RCMP), to advance police-to-police cooperation

Paragraph 2: Areas of cooperation

The Participants understand this MOU will serve as a mechanism for bilateral cooperation, within their respective mandates and jurisdictions to prevent, detect and combat crime in the following areas:

1. Illicit trafficking and smuggling of firearms, ammunition, and explosive materials
2. Human trafficking
3. Illegal production, smuggling, and trafficking of synthetic and cultivated drugs, other psychotropic substances, and their precursors
4. Financial crimes
5. Money laundering
6. Terrorism and its financing
7. Cyber-crimes
8. Counterfeiting and forgery
9. Crimes that compromise the security of ports, airports, and border crossing points
10. Irregular immigration; and
11. Any other areas that fall within the Participants' areas of expertise and are jointly decided upon in writing between them

Paragraph 3: Roles

The Participants intend to:

1. Seek to provide the necessary support, in accordance with the available capabilities, laws, and regulations applicable to each of them
2. Support identified areas of mutual interest and opportunities for cooperation consistent with their respective mandates and in accordance with applicable laws, regulations, and policies of their respective States; and
3. Facilitate and support the development of arrangements or initiatives to advance cooperation, including a bilateral arrangement between their respective competent authorities and, where appropriate, between the Qatari Police and the RCMP

Paragraph 4: Meetings

The Participants will seek to hold meetings (virtual and in-person) and exchange visits between the personnel of security agencies, at appropriate levels, with the aim to strengthen relations, enhance cooperation, be acquainted and benefit from the performance of the security agencies of each of the Participants, in a manner that achieves the objective of this MOU.

Paragraph 5: Maintaining confidentiality of information, data, and documents

Each Participant within the framework of the applicable laws and regulations in its country, will maintain the confidentiality of the information, data, and protectively marked documents obtained from the other Participant under this MOU, and that is in accordance with the document's caveat and handling instructions attached to them. This includes non-disclosure, or sharing it with any third party, without a prior written consent from the Participant that provided it.

Paragraph 6: Differences of interpretation and application

Any difference that may arise between the Participants in relation to the interpretation or application of this MOU will be resolved amicably through consultations and negotiations using diplomatic channels.

Paragraph 7: Costs

Each Participant will bear the expenses related to the participation of its officials and delegations in the implementation of this MOU, unless otherwise jointly decided upon in writing by the Participants.

Paragraph 8: Legal status of this MOU

This MOU expresses the intentions of the Participants and does not create any rights or obligations for the Participants under domestic or international law. Likewise, this MOU does not affect the rights and obligations arising from international treaties to which the State of either Participant is a party.

Paragraph 9: Competent authorities

1. The competent authorities to implement this MOU from the Participants will be as follows:

   From the Ministry of Interior of the State of Qatar:
   International Cooperation Department

   From the Department of Public Safety and Emergency Preparedness of Canada:
   International Affairs Division

2. Either Participant may change the details relating to its competent authority, provided that the other Participant is notified thereof in writing through diplomatic channels

Paragraph 10: Final dispositions

1. This MOU will take effect on the date of its signature by the Participants and will remain valid for a period of five (5) years. This MOU may be renewed for additional similar periods with the written consent of the Participants
2. The Participants may amend this MOU by mutual written consent. Any such amendment will constitute an integral part of this MOU and will come into effect from the date of its signature by the Participants
3. Either Participant may terminate this MOU or may discontinue its participation in any ongoing activity at any time, including during the notice period, by giving a written notice to the other Participant, through diplomatic channels, at least three (3) months prior to the termination date
4. Upon termination of this MOU, the Participants will, where feasible, consult with a view to determining the appropriate disposition of any ongoing activities

This MOU was signed in City of Toronto on 25/06/2026, in duplicate, in the Arabic, French and English languages, each version being equally effective.
