Report 7 – Combatting Cybercrime
Summary:
On June 4, 2024, the Auditor General Karen Hogan tabled in the House of Commons her performance audit Report 7 – Combatting Cybercrime. The organizations under review included the RCMP, the Communications Security Establishment Canada, the Canadian Radio-television and Telecommunications Commission, and Public Safety Canada. The objective of this audit was to determine whether the RCMP and selected federal entities had the capacity and capability to effectively enforce laws against cybercrime activities to ensure the safety and security of Canadians.
The audit found that found that the Canadian federal government lacks the necessary capacity and tools to effectively combat cybercrime. The audit revealed some issues in coordination, response, tracking, and information sharing among the various agencies responsible for cybersecurity. The report also emphasized the need for a unified reporting system and a national strategy to address resource gaps and improve the overall response to cybercrime.
Recommendations/Corrective actions to address the recommendations:
In line with their conclusions and findings, the Office of the Auditor General of Canada issued 11 recommendations. Public Safety Canada's Management Action Plan is available online as well as the RCMP's Management Action Plan.
Response to audits conducted by the Public Service Commission of Canada or the Office of the Commissioner of Official Languages
On November 18, 2024, the Public Service Commission released their report for the Audit on the Application of the Order of Preference for Veteran During the Transfer Outage between the Department of National Defence and the Public Service Commission of Canada.
The audit included 63 departments and agencies, including Public Safety Canada, which conducted external advertised processes that may have had veteran candidates who were eligible for preference of appointments between November 13, 2020, and January 19, 2024. The audit's objective was to determine whether the order of preference was applied for veterans who were eligible for preference at the time of appointment but whose names and service numbers were not included in the Public Service Resourcing System due to the data transfer outage.
Recommendations/Corrective actions to address the recommendations:
Based on the audit findings, recommendations have been made to the Public Service Commission and the Department of National Defence. No recommendations were made to Public Safety Canada.
