This is the first version managed to the Canadian Emergency Management Communications Specifications (CEMCS) Change Management Process (CMP).

Changes to the CAP-CP Event References over the Beta versions include:

  • Updated wording for sections 3 through 9
  • Improved wording for sections 10.
  • The addition of one new Tier 1 Event (Fog), the addition of four new Tier 2 Events (cold, heat, dam breach and dam overflow)
  • French translation changes (animal feed, wildfire, landslide and plant infectious disease
  • Two Tier 2 Events (“AMBER alert” changed to “AMBER” and “silver alert” changed to “silver”).
  • Copyright change.  

Purpose of this Document

This document presents the current and complete list of event name and event code references that are recognized for use in CAP alerts as part of the Canadian Profile of the Common Alerting Protocol (CAP-CP). Rules associated with this reference list can be found in the associated CAP-CP Rules document.

This document is managed and versioned independently of the CAP-CP Rules document and the CAP-CP Location References document so that it is not dependent on updates to either documents, and is not subject to update each time the others are updated. This approach limits the scope of CAP-CP updates to each of the rules, locations or event references, and supports more specialized focus of the participants to the change management process.

The event list is all encompassing, evergreen, and may be broader than a specific community of practice may wish to support. With this in mind, Canadian communities of practice may wish to identify and use subsets of the list for very specific purposes or systems. For example, the SOREM public alerting “broadcast immediately” list is a subset of the CAP-CP event references list.

CAP Event References Overview

Event References in a CAP message are optional and are left to the issuing authority to manage. In CAP-CP the event reference list is managed by the CAP-CP Working Group as a means to formalize a list of event codes for all CAP-CP practitioners within Canada in order to standardize on the list for consistency across partners.

Event Reference <valueName>

CAP-CP has adopted a URN-like scheme for creating valueNames. Event reference valueNames use the following format:

profile:CAP-CP:Event:{version number}

Event List

CAP-CP events are identified as belonging to one of two tiers of event types: Tier I or Tier II.

Tier I events typically refer to a class of events; Tier II events refer to specific events. As an example, “heat wave” and “cold wave” are Tier II events, within the Tier I class of events titled “temperature”. Similarly, Tier II “dangerous person” and “home crime” are within the Tier I class of “criminal activity”.

We note that Tier I and Tier II events may be associated with one or more CAP categories. As an example, “air quality” may be associated with CAP categories “Met”, “Env”, “Geo”, “Health” and “Transport”. The associations found herein are suggested, but not definitive.

Originators are encouraged to use Tier II selections whenever applicable. Tier I references are better suited to events which do not have a specific Tier II selection.

The event list is presented in six columns. The first two columns present the Tier I class of events in English and French. The next two present the Tier II specific events in English and French. The fifth column provides the event code.

The sixth column identifies the CAP categories to which the event may be associated. eventCode and category values, listed and shaded in the table below, are computer based codes that are used as given, irrespective of language.

The event code format is 4 to 12 characters, is not case-sensitive, and has no spaces allowed.
