This book looks at the RCMP's experience with ADR. It begins by first looking backwards at the RCMP prior to the introduction of ADR. It also sets the historical and cultural context for ADR's introduction. This discussion prepares the ground for a description and analysis of ADR's introduction. This analysis begins with the assumption that if we are to learn from the RCMP's experience, we must accept that both the organization's victories and defeats have much to teach us.
