Security Equipment Pricing Guide (June 1, 2018)

In December 2016, the SIP underwent improvements, designed to allow the program to better respond to the challenges faced by communities at risk of hate-motivated crime. SIP has funded over 174 projects, and we now know that the most popular used security equipment includes cameras, door and gate access control systems, alarm systems, window security film, fencing, and lighting. As this industry has varying levels of services and quality of security equipment, Public Safety Canada has compiled a guide to assist SIP applicants in the selection of security equipment for their facilities based on fair market value.

This guide is not exhaustive and security equipment beyond those covered by this document may be eligible. Please refer to the SIP Terms and Conditions for contribution funding for a list of eligible and ineligible items.

Security Camera System

The three main types of security cameras available in the market are Analog cameras, HD-CVI/TVI cameras, and IP cameras. It is suggested that low end camera manufactures with hard-to-find specifications and model numbers be avoided. The product quality and technical support for such brands may not be up to industry standards and could negatively affect functionality and longevity.

Analog Cameras are rarely used in new installations as they are now considered out of date in terms of image quality and cost in comparison to that of HD-CVI/TVI and IP Cameras. As such, analog cameras are not recommended by security experts for any new surveillance system installations. For faulty cameras on pre-existing analog systems, replacement with an HD-CVI/TVI camera capable of outputting an analog signal is recommended and is much more cost effective.

HD-CVI/TVI Cameras use analog-style wiring, meaning that each camera wire must run back to the recording device. As a result, HD-CVI/TVI cameras are able to utilize pre-existing analog wiring that may already be in place from older CCTV surveillance systems. HD-CVI/TVI cameras may be a sensible option for small to medium sized facilities where there is a low to moderate security risk.

IP Cameras are the most versatile type of security camera and offer the best picture quality while maintaining cost effectiveness. An image quality of 1.3 to 3 MP is commonly used to capture important details, such as faces. For large coverage areas where a great level of detail is needed, cameras with 5 or more MP tend to be utilized. IP Cameras are suitable for everything from small buildings to large multi-location enterprises.

Camera Lens Variations
With each of the three camera types, there are various camera lenses, and each offers unique features.

A Network Switch is a computer networking device that connects together network segments, such as the various security camera components. Network switches are used for IP camera installations and promote high security as they make it difficult to gain access to information not meant for another computer. Typical IP camera installations will utilize network switches ranging from 4 to 32 port switches. Network systems with Power-Over-Ethernet (POE) use a single Ethernet cable to connect the camera and the recorder. Because a single cable powers the camera and transmits the video concurrently, POE security systems can save you time and money during installation.

Door and Gate Access Control System

Access Control Systems can be purchased in the following configurations: single door, 2 door, 4 door and 8+ door controllers. Some access control systems come with online interfaces that tend to be for small to medium sized installations and low to medium security environments. These types of interfaces can be subject to adverse effects and security vulnerabilities from browser updates. Systems that run on stand-alone software tend to be more reliable and are less susceptible to malfunction due to internet browser updates or maintenance. It is suggested to steer clear of low-end access control products and hardware as they may severely lack both longevity and reliability.

Intrusion Alarm System

Alarm/Intrusion Systems consist of various components and are typically sold in pre-packaged kits ranging in price from $200.00 to $600.00 depending on the number of zones supported. Extra components such as motion sensors and door contacts can be purchased for an additional charge. Wireless security systems are not recommended for the following reasons: they may not be reliable, they can often require frequent maintenance such as changing batteries, issues with wireless alarm systems can be difficult to diagnose especially in areas with electromagnetic interference, and they are substantially more expensive than their wired counterparts. Due to the cost benefit comparison, hard-wired systems are almost always recommended over wireless models.

Only high quality cable made of 99.9% pure copper should be used for security system installations. Any cable labelled as copper-clad aluminum (CCA) cable is often of low quality. Cables should have the appropriate fire rating based on the ventilation system of the building with either FT4 or FT6.

Window Security Film

Security Films range in thickness from 2mm to 21mm and consist of 1-4 layers. Generally, the thicker the film and the more layers it has, the stronger and more durable it will be. The quality of the adhesive or fastening agent used to secure the film to the glass is also very important. Security films of 2 or 4mm are typically used in SIP projects.

Fencing / Perimeter Lighting

Perimeter Fencing costs will vary mostly based on aesthetics and the finish used on the fencing. In general, standard chain link fence costs about one quarter of the price of iron rod fencing. Decorative iron rod fencing typically costs about three times as much as standard iron rod fencing.

LED Lighting has many advantages over incandescent and fluorescent light sources including lower energy consumption, longer lifetime, and smaller size. LED lighting from reputable brands that produce commercial incandescent lightbulbs and hardware should be used to ensure longevity and long-term maintenance free operation.

Labour / Install

Labour costs will vary based on the type of work, the building requiring the work, and the size of the company providing the service. Labour costs increase with the size of the company providing the service, because they have higher overhead costs. Pop-up ceilings and buildings with easy access will allow for hassle-free installations and should translate to lower labour costs. Finished/dry walled areas with insufficient access panels should require more time and effort and should result in higher installation costs. Labour may be billed by time (rate per hour) or by the specific job (flat rate).
