Integrated Proceeds of Crime
Integrated Proceeds of Crime (IPOC) is an inter-departmental initiative. The goal of IPOC is to contribute to the disruption, dismantling and incapacitation of targeted organized criminals and crime groups. PSEPC provides policy coordination and regular evaluation of the initiative. It also chairs the IPOC Senior Governance Committee, and coordinates the working level IPOC Partners Advisory Committee.
The following organizations participate in the IPOC initiative:
Senior Governance Committee
The Committee includes representatives from each partner at the Assistant Deputy Minister level. The committee meets on a regular basis, and as required to address important issues. It provides direction, promotes interdepartmental policy coordination and accountability, and champions the program. This oversight group was created in response to concerns regarding the Initiative's management structure that was identified in a previous evaluation.
Partners Advisory Committee
The IPOC Partners Advisory Committee, with representatives from each partner department and agency at the director or senior analyst level, meets at least four times per year and more frequently to address urgent issues. The committee develops the evaluation strategy for the program, and implements the monitoring and tracking processes required to effectively manage and evaluate the program. The committee provides support to the IPOC Senior Governance Committee, promotes interdepartmental cooperation, and resolves horizontal operational issues.
The RCMP retains responsibility for the day-to-day management and operations of the IPOC units, with other partners responsible for the day-to-day management and operations of their related components. At the regional level, members of the IPOC partnership meet regularly and whenever required, to discuss and resolve local and regional issues.
