Deal reached to reopen strikebound Port of Montreal
Further to Public Safety Canada Daily Infrastructure Report DIR10-139, on July 23, the Montreal Gazette reported that the Port of Montreal is expected to resume operations the morning of July 24 following an agreement reached late on July 21. Although union members still need to vote on a tentative agreement on July 23, Daniel Tremblay, president of the Longshoremen’s Union, indicated that the vote would most likely pass and work would resume on July 24. While negotiations with mediators will likely resume on July 26, a successful vote would reinstate dock workers recently removed from the revenue guarantee program and sets the deadline to negotiate a new collective agreement for October 2010. Activity at the port is expected to be busier than usual as boats rerouted to Halifax now make their way to Montreal. Port activity is expected to return to normal within a week.

Storm causes flooding in North Battleford, Saskatchewan
On July 23, media reported that a state of local emergency was declared in North Battleford, Saskatchewan, after a severe storm caused flooding in the community. Nearly 50 millimetres of rain fell in less than an hour. CBC reported that officials confirmed that 97 homes were flooded, most of them east of downtown. Power outages were also reported.

Oil companies join forces
Four major oil companies (ExxonMobil, Chevron, ConocoPhillips and Shell) agreed to contribute $1 billion to a joint fund for the development of a new response system to contain potential oil spills similar to the recent disaster in the Gulf of Mexico. The system will be built for use in depths up to 3,000 metres and have the capacity to contain up to 100,000 barrels a day. Since Chevron and ExxonMobil are shareholders in the Hibernia oil field, this system could improve their response in the event of a potential oil spill off Newfoundland.

Microsoft issues automated workaround for critical Windows vulnerability
On July 21, The Register reported that Microsoft has published an automated workaround for the newly discovered Windows vulnerability. Microsoft warns that the workaround disables icons from being displayed as usual and recommends administrators carefully test the fix before deploying it widely. The attacks seen to date have been highly targeted; however, security watchers warn they could become widespread. Microsoft's next patch release isn't scheduled until August 10, but officials haven't ruled out issuing an emergency fix before this date.
