Maritime Employers Association orders a lock-out at the Port of Montreal
On July 18, the Maritimes Employers Association (MEA) announced that it has chosen to exercise its legal right according to the labour code and is ordering a lock-out for some 850 employees covered by the accreditation certificate held by the Longshoremen’s Union, CUPE, Local 375. Consequently, all activities on terminals operated by MEA members will be interrupted as of 08:00 EDT on July 19, until further notice. According to MEA, the main issue is job and revenue security. Media reported that both sides met all afternoon on July 18 and had planned to continue meeting during the week. According to media, CUPE indicated that it will hold a news conference at 11:00 EDT on July 19.

CRTC provides update on the transition to digital television
On July 16, the Canadian Radio-televsion and Telecommunications Commission (CRTC) issued additional information concerning the transition from analog to digital television, which must be completed by August 31, 2011. The CRTC is making this data available to assist the broadcasting industry in its preparations for the switchover. According to the CRTC, when TV signals switch to digital, approximately 857, 000 Canadian households with “rabbit ears” on their televisions may not be able to watch TV until they buy digital TV converter boxes, which cost up to $75 for each television in the home. In smaller cities, some local stations may opt not to convert to digital signals, therefore leaving some customers who don’t purchase new equipment without service. Starting in March 2011, a national consumer education program will ensure Canadians are well informed about the transition to digital service.

Securities regulators propose credit agencies to be certified
On July 16, CanadianBusiness.com reported that Canadian Securities Administrators, which represent the provincial security commissions, proposed a structure to oversee Canada's credit rating agencies. Under the proposal, the ratings agencies would have to apply for certification and would be required to operate under policies and procedures to ensure that there were no conflicts of interest with the rated companies, or there is no inappropriate use of financial information. Regulatory compliance reviews and enforcement actions are also planned in the proposition.
