Governments of Canada and Prince Edward Island invest in highway expansion  
On May 17, the governments of Canada and Prince Edward Island announced the start of upgrades and expansion on the Charlottetown Perimeter Highway. This stretch of highway will be expanded from a two-lane cross-section to four lanes. It will improve safety and the efficient movement of people and goods. Federal and provincial governments announced up to $6.5 million in funding to support this highway expansion project. The Government of Canada is contributing up to $3.25 million under the Infrastructure Stimulus Fund, alongside a matching contribution from the Province of Prince Edward Island through Build PEI. The Infrastructure Stimulus Fund invests in construction-ready infrastructure projects that can be completed by March 31, 2011.

Government of Canada and City of Chatham announce funding for new wastewater plant in Windsor
On May 14, FCM Green Municipal Fund and the City of Chatham announced loan and grant contributions of $2.4 million to the Municipality of Chatham-Kent. The municipality will use the funds towards the construction of a new wastewater treatment plant at Ridgetown, which will improve treatment capacity and discharge quality. The new plant will provide for an increase in treatment capacity of 50% and will allow for further expansion in the future. It will have a new raw sewage pump station, will adapt two of the existing lagoon cells to store biosolids, will handle excess water and will shut down the lagoon cells that are no longer needed. It will also provide a third level of water treatment using sand filters and UV disinfection, which replaces the use of chemicals and eliminates released chlorine.

Government of Manitoba announces upgrades to ambulances
On May 14, the Government of Manitoba announced that all ambulances in the provincial fleet are being fitted with automated vehicle location (AVL) units, a $550,000-investment to improve central dispatching and support timely patient care. The new system will connect all provincial ambulances with central dispatching services at the Medical Transportation Co-ordination Centre (MTCC) in Brandon. The units provide real-time data back to MTCC including the location of all units, speed, direction, fuel consumption, mileage and whether lights and sirens are in use. This information will be used for better management and will help identify strategic investments for the fleet. There are currently 164 ambulances in the provincial fleet. Over the next year, another 9 new vehicles will be added to the fleet and fitted with an AVL unit.

Government of Canada announces regulations to improve safety of water transportation
On May 17, Transport Canada announced new Small Vessel Regulations to help improve public safety on the water. The updated Small Vessel Regulations now include new requirements for safety equipment and operational safety practices on small commercial vessels such as tour boats, work boats and human-powered vessels. These regulatory changes are in line with the objectives of the Canada Shipping Act, 2001 and modernize the requirements governing the safety of small vessels.

Concerns about Europe’s economy affect Toronto stock market 
To update from Public Safety Canada Daily Infrastructure Report DIR10-088, media reported that fears about the effects of a European government debt crisis leading to a severe economic downturn sent the Toronto stock market tumbling on May 17. The S&P /TSX composite index dropped 201.97 points to 11,813 in a broad-based selloff. The TSX Venture Exchange was down 38.44 points to 1,554.67.
