Canada sends reconnaissance force from DART team to Haiti due to earthquake
CTV reported that Minister of Foreign Affairs Lawrence Cannon announced that Canada is preparing to deliver the full weight of its disaster assistance capabilities to Haiti, following the 7.0-magnitude earthquake that occurred on January 12. This effort could include a C-17 cargo plane and two search and rescue helicopters. A reconnaissance force from the Disaster Assistance Response Team (DART) has been deployed. Minister Cannon indicated that as a precautionary measure, the Canadian embassy in Port-au-Prince was evacuated on the night of January 12; however, Canadian citizens have been taking refuge on the embassy grounds where tents, food, water and medical assistance are being provided. There are no reports of Canadian casualties. A total of 707 Canadians are registered as being in Haiti at the moment, although the actual number could be closer to 6,000. The Canadian Press reported that the five Canadian members of the UN peacekeeping team in Haiti have been found to be safe. Ottawa has not yet announced the amount of financial aid that will be committed to the relief effort; however, an announcement is expected later today.

CCIRC releases advisory AV10-003: Microsoft Security Bulletin for the Month of January
On January 12, Public Safety Canada's Canadian Cyber Incident Response Centre (CCIRC) released advisory AV10-003 to bring attention to a vulnerability (critical) in some Microsoft products. The vendor has released a security bulletin and has published a risk matrix table to assist organizations in evaluating and prioritizing deployment of these security updates. CCIRC recommends that administrators test and deploy the provided updates at the earliest opportunity.

State of emergency declared in Courtenay, B.C., due to flooding
CTV reported that the Mayor of Courtenay, B.C., declared a state of emergency late on January 11 due to flooding of the Browns, Tsolum and Puntledge rivers on Vancouver Island. The area was pounded with heavy rains on January 11 from a tropical weather system originating from Hawaii that hit Canada's west coast. A total of 43 people were evacuated from the Maple Pool Campsite on January 11, and some residents in the low level area had little mobility. Evacuees registered at the city's emergency reception centre and, as part of the Provincial Emergency Program (PEP), they will remain in local hotels until they are allowed to return home. Some roads closed by the flooding have reopened, yet many areas are expected to remain shut down for at least another day. The declaration may be in place for up to seven days since unseasonably warm temperatures and heavy rains have melted high altitude snow packs, resulting in more water into the already high levels. Environment Canada ended its rainfall warning for Vancouver Island on January 12, predicting only light and scattered rains for January 13 and 14.

Investment in clean energy projects in Atlantic Canada
On January 12, Natural Resources Canada announced four clean energy projects for Atlantic Canada under the Clean Energy Fund.Nearly $1 billion will be invested in technology development and demonstration. Total investments under the Clean Energy Fund for large and small demonstration projects are leveraging nearly $3.5 billion in further investments by industry and other levels of government.

Water infrastructure upgrades for Fredericton
On January 12, the Government of Canada, the Government of New Brunswick and the City of Fredericton announced that the water and wastewater systems in Fredericton will receive $1.4 million in upgrades through a federal-provincial-city project. The Government of Canada is contributing $470,601 under the Infrastructure Stimulus Fund, with matching contributions from the province and the city. The project will involve work on a drinking water distribution main and will improve wastewater maintenance.
